Obviously, Trump does this to reward people that are fanatically loyal to him, and also because Trump wants to enrage anyone that is not fanatically loyal to him. Trump's goal is that only those fanatically loyal to him do well in the world, and that all others suffer. Most of the people pardoned were pardoned without any investigation into the merits of their charges or situations. Mere loyalty to Trump will set you free.
