Description
The contract to paint the Lincoln Memorial Reflecting Pool never went through competitive bidding. It was awarded directly to Atlantic Industrial Coatings, a company with no prior federal contract history, through an office exempted from the rules that normally force contractors to compete on price. Trump promised the work would cost $1.8 million. It has since ballooned past $13 million. A U.S. senator is now formally asking the contractor whether it agreed to a reduced fee here in exchange for other above-market federal work elsewhere — a direct question about a kickback arrangement that remains unanswered. This is the same pattern as the East Wing ballroom: hand a no-bid contract to a hand-picked company, let the price climb without anyone competing to underbid it, and let taxpayers absorb the difference.
